Frank,  The times I have run into this problem it was not due to rust but
rather due to the fact that the windshield frame was assembled to the car
while the paint was still soft.  The technique I have used was to remove
all the bolts that secure the bracket to the car body and then twist it on
the windshield post until it loosens up enough for removal.  This usually
requires the removal of the air ducts to the dash level vents and the glove
box as well as the speedo to make swing room for the vice grips.  

I smear grease on the windshield post when reassembling to make removal
easier next time.
