Yes, it's supposed to be there. Moss includes it in the fastener kit,
802-918. If you look at the catalog illustration of 802-918, it's the
piece in the middle. The illustration shows it before it gets crimped
into place, so it's more funnel shaped. I believe they are available
individually from TRF, P/N 552973, about $.75 each.
