Yes, exactly.  Tighten the two nuts 'evenly' until the joint locks, then
back off each nut 1.5 to 2.0 flats (and secure with a cotter pin, if you
have the original style castellated nuts and cross-drilled trunnion
pin).  Then tap the wishbones to move the outer washer out against the
nut, and check that the vertical link moves smoothly through the entire
range.  This is described on page G12 of the factory manual.  (I saw one
on eBay for $10 today, if you don't already have one.)

Mine came apart and went together exactly as the manual shows, the plate
goes outside of the tab on the frame, with the bend towards the fulcrum
pin.
