Gary,

There are many opportunities for gas leaks at the tank.  Is the smell worse
when the tank is full?  If so then you could have a leak at the fuel level
sending unit.  You could have a leak at the big hose connection to the
filler cap.  You could have a leak at the vent tube connections at the top
of the tank.  All of these can be checked without removing the tank.  The
sender should have a cork gasket and is held in place with six screws. 
Each of these screws should have a fibre washer under the head.

If all this checks out then you may have a leaky tank and then it is time
to gut it.  But check the easy things first.
