it is a 69 and all I can see is what looks to be a stuburn/rusted pipe
fiting on the back of the backing plate???

If you found the hydraulic line then you are half way home. Directly
opposite from the pipe (other side of the axle) you will find the adjuster.
Look for a small adjusting bolt with a square head on it. If it hasn't
been adjusted in a while (like 20 years or so) it is most likely frozen.
Drench it with penetrating oil for several days if necessary.
This bolt has a 1/4 inch square head and all too often folks round them off
with large adjustable wrenches when they do not want to turn. If you have
difficulty turning it and can't wait for your special brake adjusting
wrench to come in from your favorite mail-order parts house try this: get a
3/8 inch allen wrench and a 3/8 inch socket with a 1/4 inch square drive.
Fit the square drive end of the socket over the head of the screw and then
insert the allen wrench into the hex end of the socket. This will give you
better purchase on the bolt head.
Be careful. These bolts are not very hard and can be twisted off rather
easily so if it won't turn soak it some more with penetrating oil.
