TR3 speed limiter

Any one seen a "speed limiter" for a TR3 like the one that was on E-Bay?  
Looks like it will fit on the Speedometer cable,, or is it a "RPM limiter" 
and fits on the Tachometer drive?    Hope to find out soon.  Did alot of 
British cars have these from the factory?
