Posible causes, in general for any FI engine.

If the pressure relief is plumbed backwards, pressure will rise to the limit 
of the fuel pump.

Does the pressure reg have a vacuum hose attached?  It is common to have a 
leaking diaphragm dump fuel into the intake through the vac hose.

Is the FI system Lucas, Bosch or some other brand? Also what model?
