Yes, tell us what year your car is, and what state your emission controls
are in.
My guess is that you need to have your carbs recalibrated (different needle
profile) to match your camshaft and exhaust system, that same soot you see
in the tailpipe is also forming hot spots in the combustion chamber. But,
you could probably cure the run-on by advancing the timing where it belongs,
disabling the vacuum retard, and then adjusting the idle down to about 750
rpm.
