A common cause of such behavior is air leaking in somewhere between the head
and the carb inlet, with the throttle shaft bushings a prime suspect.  One
can CAREFULLY spray a flammable fluid such as carb cleaner or starting ether
in small quantities around suspect areas with the motor running.  When a shot
of the stuff makes a notable change in idle speed (usually faster) you're in
the area of the leak.  Be careful, don't soak down a hot exhaust pipe or
something.  Removing folks from a list at the request of the surviving spouse
is one of my least favorite moments.

Also, with the motor not running, grab a flashlight and a popsicle stick or
some such, and check the carbs.  Lift the dampers with the stick, and see if
you can tell if the butterflies at the back of the carb really are closing
down, or if something in the linkage, cold start mechanism or some such is
holding them open a bit.
