Carbon-tet is indeed incombustible. Unfortunately, it also has a nasty habit
of forming highly toxic phosgene gas when exposed to flames or welding arcs.
It also reacts violently with aluminum and will attack some forms of plastic
and rubber.

The recommended label warning for carbon tetrachloride is:

DANGER! MAY BE FATAL IF SWALLOWED, INHALED OR ABSORBED THROUGH SKIN. CAUSES
IRRITATION TO SKIN, EYES AND RESPIRATORY TRACT. SUSPECT CANCER HAZARD. MAY
CAUSE CANCER. Risk of cancer depends on level and duration of exposure.
AFFECTS CENTRAL NERVOUS SYSTEM, LUNGS, LIVER AND KIDNEYS.
