Two methods that work well for me are: 

1) heat gun.  A heat gun from your local hardware store (for paint removal)
will soften it up and allow you to scrape it off easily.  At least most of
it.

2) Chemical paint striper.  

Of course, chemical paint stripper may not work very well in freezing
weather and the heat gun may actually feel comfortable in those conditions.
