Yep, that's right for the defrost setting....

It should pull out one further notch, and basically all
the hot air should dump out directly from the heater box
on top of the transmission tunnel and thereafter to your
feet. Obviously something is stuck there.

Well, unless there's something jammed in the heater to
prevent the flap from opening up, I think the only thing 
could be is the stop which lets you know when you're in 
position "1". As I understand it there's a spring loaded
ball-bearing which goes into a detent in the rod of the
heater knob. I guess there could possibly be something wrong
with that, but I don't see how - I can see it getting stuck
completely and not letting you move the knob at all, but
I can't see how it'd stop you from going to position "2".
Of course on my '69 I have the opposite problem - the
position "1" stop isn't as firm as it could be and it's
hard to tell when it's in the right spot :-(

You could try loosening the wire on the lever on the side
of the heater box and seeing if you can rotate the lever
enough to get hot air coming out the bottom to work out
if it's the heater or the cable...
