Maybe in Wisconsin.  In Minnesota, the plates stay with the car unless the
owner wants to keep his personalized plates.

You could get a tour of the local jail trying that here.

Not here.  The State of Minnesota will not issue the same number twice.
Personalized plates are not allowed to duplicate regular plate numbers.
