You should be able to get Maryland historic plates, which exempts your car
from the emission and safety inspections. Even though your 1978 doesn't
automatically qualify since it's not 25 years old, there's a provision for
cars that are 1) older than 20 years, *and* 2) it's an "orphan", i.e., the
line is no longer produced.
NOTE: There was a 1998 bill to change the definition of "historic vehicle"
to 20 years old, period. I don't know if it passed. You may be able to
find the Maryland Code online and check.
I was able to get historic plates for my 1974 TR6 3 years ago.
