I've never done it, but I see no reason it couldn't be done. You would need to
find out what the original resistance was, calculate how much power it
dissipates, and buy a suitable replacement at an electronics store.
However, as I remember that circuit, an open resistor by itself won't prevent
charging. I think there's an excellent chance that something else has failed
as well, possibly as a result of the resistor failing. If you still want to
try, let me know, and I'll figure out what resistor you need this weekend. (Of
course, I'll be looking at the earlier style regulator, but electrically they
should be the same.)
