I haven't tried one parked for 19 years, but I did free one up that had been
sitting for 9 years.  It was an MBA coupe.  I put some Marvel Mystery Oil in
each cylinder and let it sit overnight.  The next day I had a large spanner
and a big hammer and with one big wack it was free.  Don't recommend this
method though.  If the engine has been sitting that long, the best was to
free it up is to remove it and disassemble it.  Once the head is removed and
the crank and the bottom end removed, you should be able to soak each
cylinder, remove any large amount of rust and force the pistons out.  Be
sure to check for a ridge in the cylinder or you may break a piston.

You didn't mention removing the head -- a look at the top-end may show why
the
engine is siezed as the oil/jelly is a mess but I don't think would keep the
crank
from turning.  May find considerable rust in the cylinders since at least
one or
two (with open valves) would have been exposed to air for 19 years!

I haven't done this but have heard of putting ATF into the cylinders and
letting it
sit for a long time (week?) to free up rusted in pistons... at least enough
to
allow removal, honing and assessment of the damage.  Good luck.

(Oh yeah, by ATF I mean Automatic Transmission Fluid, not the guys from the
Treasury Department)
