It seems to me that's what happened.  If you have a rack and pinion, and
the rack moves left when the pinion's turned clockwise, then flipping it
over will reverse the effects.

The hardware should line up, except now the pinion is on the underside of
the rack instead of the topside.  So turning the pinion clockwise moves
the rack to the right.

Disassembling the rack and re-assembling it so that the pinion remains on
the top side (probably not impossible... just difficult) would result in
the correct motion.

All in all it's probably a lot easier to source the correct rack & pinion
unit from England or similar RHD country, or just put a tiller on the car
instead of a wheel and pretend it's a sailboat.
