My TR3 had something like this. To me it looked a lot like roofing paper 
(slighly
tarry asphalt based stuff), so that's what I'm going to use.
I think it was original because there's no paint under it. At one point I 
wondered
to the list how the car could have been painted, and I think jonmac responded
that the fenders were loosely assembled in place, the car was painted, and then
everything was tightened down. This does correspond with what I saw when I took
the (front) fenders off.
Perhaps it's a post-60K addition.

Of all the responses so far, you are the only one who also has or had
this gasket.
Mine looked like a thin rubber gasket, sort of like weather-stripping -
not like a caulking gun installed material.  I am leaning toward not
replacing it. I have to agree that it should be unnecessary for either
electrolysis or rattle prevention.  If it does harden and crack over
time, it could cause more problems than it attempts to solve (IMHO).  If
I am really wrong on this, everyone please let me know.
