Eric,
Dayton Wire Wheels (60 spoke painted) go for under $200each NEW.  

The original factory wire wheels on my car lasted 28 years.  I rotate all 
five wheels about every 15K miles and of course keep them clean and the 
splines greased.  I replaced them because the splines had finally worn down 
enough to need replacing.  But I probably could have used them for a few more 
years.  I even sold the best one to someone on the list for a spare. 

I replaced them with new Daytons in '93.  The new ones and are as good, if 
not better, than the originals.  Why buy a set that you really don't know 
that much about?  Suggest that you buy 2 new ones with hub adaptors, wait six 
months to accumulate the money and buy two more, wait a while longer and buy 
the spare. 

As for the tires -- my experience tells me that how you will use the car is a 
vital consideration.  Redlines appear to be solely satisfactory for Concours. 
 Any other tires can be bought by shopping around.
