So far I have been able to consistently squeeze out 25 mpg in moderate stop
and go traffic, however, I've modified a few items along the way.

I just installed one last fall and it was just as you described until about
1500 to 2000 miles and suddenly it quieted down to a comfortable level. I
have seen several other posts that indicate the exact same experience.
