TR250 w/SU Carbs

Spent Saturday trying to adjust my brother's SU carbs on his 1968 TR250.  We
read the instructions on the Zimmerman Website on adjusting SUs.

We finally got the carbs adjusted so that the idle was down to about 1100
rpms.  However, any thing below 1100 rpms the engine would die without the
choke being engaged and, no matter what  the car even when warm, required
the use of the choke to start it.  Any ideas?
