Scott,
Try WD40 around the big hole in the centre, and make sure the handbrake
cable is completely slack and the levers in their neutral position. Then,
get a hammer and drift, and tap the edge of the drum, rotate to a new
location, and repeat until the neighbors go apesh*t.
Do you have a workshop manual? Mine says there is a rubber plug on the
backplate, the removal of which gives access to the brake-shoe adjuster, so
that you can slack it off. In actuality, there is no such thing on my
backplates, but you may be lucky.
