I believe this tube was an early smog thingie it was used to vent the
crankcase back into the engine through thee carbs via a valve and
appropriate tubing... My `4 didn't come so equipped, but the later
carbs and manifold had the described implements attached (they went
to someone else many years ago). I think the valve is REALLY tough
to come by.

There's a drain plug on the bottom right side of the tank... That
will take care of the liquid. Remove the tank to get at the "chunkie
bits" (friend of mine used to put a hand full of nails in the tank
and shake it around). Since the tank will be out of the car, you
may want to reseal it. There are kits for this purpose make. Also
blow out the fuel line and install a filter between the tank and
the fuel pump... You'll be happy you did.
