Ed,

I put my TR3A through NJ insp last Oct for the first time.  It passed first
time through.  I don't believe NJ, this year, is as critical about
individual components as say CO and CA are.  I've never seen them look at an
engine.  They checked out my car just like a newer vehicle, except they told
me to drive it for the brake test.  

I'd say don't worry about it.  I don't believe the type of muffler is
critical. If you have to replace it, you get reinspected by going to the
tail end of the inspection station, no waiting in the line again.  I don't
see a downside to just going for it.  

As far as the low clearance of your mufflers, I don't think the inspection
station will get you for that, but the roads in our state might.  :-(

NJ Inspection stations have not been knows for inspecting on technical
components, just the presence of a catalytic converter (if OEM), appropriate
year exhaust emmisions (at the tailpipe) and working lights, horn wipers and
brakes.
