White viniger is an excellent rust remover.  Since the tank is out, you can 
fill it up with 
the stuff and let it sit for a few days.  It will completely disolve the rust.  
Very usefull 
for freeing up frozen engines btw.

But, for $50 bucks, I think I'd let the radiator shop do it.  You'll spend 
nearly that much 
in vineger.  

Don't go getting one of those anti-rust coating agents to slop around inside 
the tank.  I've 
repaired many a motorcycle that had this done to it.  You just aren't going to 
get the 
inside of a tank cleaned and prepped adequately to make the stuff stick for any 
length of 
time.  And even if you did, the manufacturers themselves will tell you it will 
only last a 
few years before flaking off and pluging up your fuel intake.
