No. It's the noise level that counts. If you manage to find a way to reduce the 
noise level to below the legal minimum (whatever that is in your county/city)
w/out using a muffler I believe you are free to do so.

I did this on my Midget. It certainly was noisy, but not too bad.

No. Sometimes the better sytems are tuned to your engine type to allow
more power to be extracted from the motor. But really, for tootling
around in, you aren't going to miss that extra 5bhp at 6000rpm are you?

Yes. They will muffle the noise, dependent on the core size, pipe size,
etc etc


how about high end mufflers?  

Yep too. Get a couple of speed catologues. One widely known high end 
muffler that comes to mind is SuperTrap (sp?). They are about
$120 for one muffler. They are tuneable by means of adding/taking away
disks on the end which add/reduce back pressure.

I recommend trying it with the straight pipe, if it's too noisy,
go to a muffler shop and have them weld on a simple straight thru glass pack
