Is the phosphate really expensive?  Redi Strip recently quoted me $50 for an
entire Amphicar body/chassis.  Phosphating is really effective at removing
the last bit of rust and inhibiting formation of rust under primer and paint.
 IMHO, I'd skimp on something else rather than phosphating.
