Check with the local vehicle inspection authorities about what equipment you
need to pass either the safety or emissions test. Some states require
original equipment (OEM) to be in place and operational to pass the safety
inspection. Some states don't care. Some states only do a tailpipe test for
emissions. Some states do an equipment check and a rolling dynomometer test.
Some states have a 20 year limit on emissions.
Your best bet is to check carefully and remove equipment accordingly. Just
remember, hang on to whatever you take off. You never know when the Federal
EPA will force state governments to enforce stricter inspections.
Performance wise, the only difference will be the reduced drag of the air
pump (in reality about 2 hp, or in your case of the seized unit, about 20
hp). If the state of Illinois has no problem with a missing air pump and
rail, take it off.
