Jim,

There is a switch in the wiper motor which allows the motor to run until it
is in the parked position.  If that switch is not working or if the wire is
not making good connection or if the wiper switch is not working right.  

Most likely the problem is a bad ground wire at the wiper motor.  The 12
volts is applied to the motor at all times and the wiper switch connects the
ground.  When the switch is set to OFF the motor will continue to run until
the internal switch turns it off (at the parked position) because the
internal switch will continue to make the circuit to ground through the
ground wire (unless it is not connected or corroded or broken or etc.)
