Brian,

I don't know what it means either.

No you don't have to remove the tank.  I have R&R'd the sender with the tank
in place but the float rod gets bent.  To save you the trouble of draining
the tank just remove the gas filler from the top of the tank, loosen the
bolts securing the bottom of the tank (2 or 3, I forget how many) and remove
all of the other bolts and swing the tank forward so you can pull the sender
straight out.

You don't have to drain the tank, you don't have to crawl under the car to
disconnect the gas line.  Other than that its just like the book. (?)
