If one of your float chamber valves is stuck you will get this exact
problem.  You're sucking air through two carbs but fuel through only
one.  To compensate you've adjusted the mixture on the one that works
to give it enough fuel for all that air.  But with two carbs open you're
getting twice the volume you need to idle correctly and the engine
will insist on running too fast.   Open up the carbs and see if they
both have fuel in the float chamber.  I'll bet one doesn't.
