Mounts for three point harness?

High on the rear wheel wells there is a large screw type thing inserted from
the wheel well side of the body on my car.  The end of this screw can be
seen from the passenger compartment side through a cut out in the inner
sheet metal (the sheet metal is two layers thick here).  I've been told that
this was provided as a mounting for a three point safety harness.  Can
anyone comment on this harness and the applicability of these holes for an
anchor point in this application?
