Theo,

Good luck.  I think, with the condition of your heater valve
and core, you should seriously consider a PROFESSIONAL
engine block back flush, using specialty equipment and
solutions.  Had it done to the Tiger and the Chrysler
Concord (at the dealer).  Isn't cheap, but the cheap jobs
are just air and water, and aren't very good.  This
accumulated crud and scale can ruin your new radiator in
very short order.

Remember the brass GANO filter for the top hose, to keep
your new radiator from clogging. (NOT the Mr. Gasket).

The horn block-off's are a help, but no cure.  The oil
cooler, in back of the valance, is helping cool your engine,
but the back-side should have a down-wards air deflector .
Because of the lack of ducting, there is little chance that
air would get to the radiator in stock (MkI) anyway,
although that's an area to consider an aluminum sheet guide.
It looks like the MkIA has a better valance air ducting!

My electric fan does not seem to have any blocking issues,
and has been worth everything in bumper to bumper traffic.

None of the solutions mentioned attack the removal of air,
one of your stated goals, and probably one of the most
important.  Now, however, you are into Cobra-like fender
outlets (only there is only easy room for very small ducts,
like the factory race models near the Tiger script, or the
LAT  hood.  It isn't the hood scoop that's important (unless
you have a 4 barrel) but those NACA/NASA flush exhaust ducts
at the rear that extract the air.
