But that same idiot is just as likely to ram you--if he has no insurance it
becomes your responsibility.  I tend to like the gasoline pump insurance idea,
although as you say, you would be paying for those who neglected to buy
insurance.  You are doing so anyway, by paying higher rates for your own
insurance.   Paying for them is factored into the rates.  You don't think the
money guys at the insurance companies are going to miss an opportunity to
charge you more do you?
