This is a velocity stack (well, 2 of them):

They fit inside the filters, and smooth and speed up the flow of air going
in to the carb... which equals higher cfm... so the carb can suck in even
more air.

They basically make the entrance to the carb throat more aerodynamic...

That's my take on it anyway....
