Probably an air leak somewhere. Most likely the main shaft that the
throttle disk sits on is worn, and/or the hole in the housing through which
this shaft passes. Could also be the gasket between the carb and the
manifold.
Could also be the over-run valves in the throttle disks - these are little
spring-loaded valves that allow extra air through to the engine if the
throttle is closed rapidly while the engine is at high speed. They are only
there to improve emissions during over-run, so I (like many others) have
soldered them closed. You could also replace the disks with ones without
the valve (yours may not even have the valve now).
If it is the throttle shafts, you can get new shafts, but if the housing is
also worn the only solution is to get the holes drilled out bigger, and get
new bushings pressed in and line drilled - this is a job for a profesional
workshop, as the holes have to be drilled to be perfectly in line with each
other.
