It is not a real good idea to have an accelerator return spring connected to 
the frame (or another place that is not part of the engine itself.

The reason being, if the motor mount breaks and the engine is allowed to float 
from the attaching points, you want the return spring to remain intact
relative to the engine itself.  Worst case, the spring might come off and keep 
the accelerator open or become ineffective if the engine fell over to
that side.
