Probably because cost was much more important than quality.

Years ago, Pacesetter/Monza USED to have a plant in the U.S., Los Angeles to
be exact (the building still has their sign on the front although they've
long gone) and what came out of that particular shop was good. Why they
shipped production completely out of the states has me wondering but perhaps
it's time Pacesetter brought production back home?
