I agree with Nikolai, sounds like the bendix isn't engaging.  However 
working in my dad's NAPA store has taught me that this is the most common 
reason to replace a starter.  You can test it easily enough.  We had a 
machine that you can hook a starter to and it would apply the ignition 
voltage and you could check to see if it popped out.  I assume you could 
just strap the starter down and apply whatever voltage it gets from the 
solenoid and visually check the if the bendix releases.  However even if it 
does engage with no load (ie flywheel) it doesn't mean that if there was a 
little bit of resistance that the flywheel would create, that it would 
engage properly.
