It would appear that at least some Renault Megane have OBD-II :

AFAIK Renault no longer imports to the US at all.  Their last few models had
such terrible reputations, and they lost so much money under the various "lemon"
laws, that I'm sure they decided not to throw away any more money and so they
sold off their US arm (AMC) in 1988.
