As you can see from my sig. file, I'm a ham radio operator. When I bought
the house I'm in (been here 20 yrs now) I put a contingency in the contract
(as someone else mentioned) about checking the convenants to be sure I
could put up a tower (which I never have). Some of the area and neighboring
cities had come out with ordenances against outside antennas.
As was mentioned this may cause the seller to hold off on your bid. But
I think if you worded it correctly - the contingency on being able to
put up the shop, you may be better off as you can check that out in a
couple of days.
I'll also mention that when I moved here, there weren't many restrictions.
Now you can not put on out building on your property that exceeds 400 sq ft.
So you might want to check this out first!
If you can build the building you want, then as someone else mentioned the
permets etc. can come later and are not really a problem. If you aren't
zoned to do this, then you'll have to file for a waver. This is a real
pain in the #$$. Usually city councel will shoot you down a couple of time
then finally say ok, after you've filed the required fee several times. :(

My dad and I enlarged his original 2 bay detached garage to 6 bays in 2
different evolutions and redid the pourch on his house and turned it into
a real room. For the electrical permits, he had to get his "License".
However, as a homeowner, all he had to do was to pass a 10ish question
test which was open book to see that he could read that code.
