I want to thank everyone for taking the time to reply.  I've decided
to spring for 4 all-season performance tires and see what improvements
I get.  I'm going to try to contact other Civic drivers for specific
tire recommendations.  My hypothesis is now that my problems are
mostly related to cheap, rock-hard factory tires.
