Ok, heres my question.  If you had to make a choice on which to insulate 
first would it be the walls or the ceiling?

My garage has two stories with the 2nd floor being a wood shop and parts 
storage.  Currently there is no wall coverings or insulation.  I've got a 
150,000 btu furnace in the lower level and it will heat it up to 65 easily as 
long as the outside temp isn't below 20 or so.  When the temp drops below 
that the furnace works hard.  Oh yea, the garage is 24x41.
