I think that is the plate you're looking for. if you position the one
screw under the horizontal part of the bent rod, with the two screws and
the rest of the bracket above it, I think that is how it was originally
set up. I don't know that the rest of that bracket would still serve a
purpose in your truck.
There might have been a plastic or nylon bushing of some sort under it,
but I don't recall one from the last one of those I took apart (years
ago).

That looks similar to late 70's Chevy stuff I remember. I think there
is a little black plate and three or four self-tapping screws that hold
the pivot to the toe board. Should be easy to find one in any you pull
it place.
