I was able to find a plate with 3 screws, but this plate doesn't seem to
work for what I need it to work for.

That looks similar to late 70's Chevy stuff I remember. I think there
is a little black plate and three or four self-tapping screws that hold
the pivot to the toe board. Should be easy to find one in any you pull
it place.
