It's a special sandpaper which you dip in water as you sand with it. The
theory is that the water helps keep the paper from clogging up. My
personal feeling is that the paper last longer too. I also expect heat
on the area you are sanding is reduced. As far as I know it is only used
in the finer grits but I'm not sure about that. I am sure of one thing
though..it makes a real mess around your work area! Do it outside if
possible.
