Mike, any chance you could drill out the offending holes a bit and go with 5/8"-11 grade 8 fasteners? The 9/16" is pretty tough to come by, as I did a search on www.grainger.com and came up empty. The only other recourse might be to have a machine shop thread them for you, but you'd still need the high-strength material. The 5/8" would be a lot easier if its feasible.
