I have had no peeling problems so far. I use a rust remover wheel in my
 drill from the home improvment center. I like the 3M one that looks like a
 really open mesh with black glue holding it together. It doesn't look like
it
 will work at all but it does. If the rust can come off the Extend will come
off
 with it. You should see some bare/clean/bright areas or you are not done.
 If you don't see some shinny metal then you still have some loose rust.
 You gotta attack the rust! If the remover wheel will not fit in there try a
 wire brush, an old screw driver, wood chisel, or anything that will knock
 any "loose" stuff off. When they say "loose rust" in the instructions they
 don't mean LOOSE they mean "still hanging on with all its might". Don't
 forget that they say to put Extend on in thin coats. They really mean it.
