The instrument lamps should be sort-of daisy-chained together, so either the
PO has altered the wiring on yours in which case anything could be
happening, or the daisy-chain has been broken at some point, or all the
other bulbs have blown.

Not too difficult. Did mine some 11 years and 30k miles ago as described on
the web-site below - click 'Spanners' and 'Doors'.
