Check in the engine compartment down at the steering rack.
On the adjuster for the free play of the rack gear, there should be a small
grounding strap running to the frame to complete the ground path.

Finally I've found the cause of my non-working horns. There is no
continuity to ground on my steering column. The steering universal joint
grounds fine but the threaded/splined end (for the steering wheel) does
not. It may do so occasionally but most often it doesn't.
My idea is to look for an earlier (70-72) indicator switch that has the
horn contact on its stem. Any comments on that?
